POS: "Fetching exchange rates" forever

Describe the bug

Rare edge case, but it shows that something is not right...
When you open POS while rates are still loading, it will display "Fetching exchange rates" forever:

Reproduce

• enable POS
• disable fiat, kill app and restart (avoid cached rates)
• enable fiat, leave settings and quickly open POS view before fiat rates are loaded (probably more easy on emulator since it is slower)
  -> "Fetching exchange rates" forever
