Automatically enable "Include route hints" if only unannounced channels exist

When only unannounced channels exist, invoices without route hints make no sense.
-> That (global) setting should be enabled automatically in that case.

We just need to decide, if that global setting should be kept enabled, when a public channel is opened later. I think that is fine.
