Support using /dev/shm as storage instead of /tmp. This will allow us to reduce disk wear and potentially speed up jobs. The current ARC runners are using ramfs.

Related: https://github.com/WATonomous/infra-config/pull/3349 allows us to use all allocated RAM for /dev/shm in SLURM jobs.
