Was response to ClientRichPresenceRequest changed by Valve recently ?

For a while I had a following code from this comment working just fine in my discord bot repository.

proto_msg = MsgProto(emsg.EMsg.ClientRichPresenceRequest)
proto_msg.header.routing_appid = 570
steamids = [76561198017205597] # gorgc id 
proto_msg.body.steamid_request.extend(steamids)
resp = steam.send_message_and_wait(proto_msg, emsg.EMsg.ClientRichPresenceInfo, timeout=8)

And just 3 weeks ago it was working and it would give rich presence data for everybody no matter the privacy settings, no matter online/offline/invisible (the comment also mentions that). but now it just returns empty data for users with private game details.

So for example, it doesn't give rich presence data for twitch.tv streamers like Gorgc, with private game details but still works fine for XcaliburYe who has everything public and shows the Dota 2 game info he is in.

So the question. Did something change ? What am I supposed to do now to get rich presence of all users ? I can't be friends with everybody.

The functionality of my bot, 9kmmrbot and similar is a bit ruined, unfortunately... even if it was just a "bugfix" in Valve eyes.
