Move HtmxHttpRequest to its own place to improve importability #982

We could change the type hint request: HtmxHttpRequest. But HtmxHttpRequest is defined in incidents.views and it leads to an awkward import. We should move HtmxHttpRequest definition someplace general. It will be needed in other argud htmx modules as well. Can be fixed in a separate PR
