We have decided to drop all functionality pertaining to checking the version of PostgreSQL. This is b/c we moslty needed to check whether we had 9.3 or 9.4 due to JSON + JSONB support. At this point, only Postgresql 11+ is supported by Postgresql so everyone should have JSONB support.

WE NOW ONLY SUPPORT JSONB FORMAT FOR METADATA.
