PageXmlUtils: enhance methods to include table structures

Methods that extract line regions from a given PAGE XML seem to not consequently respect table regions and thus miss lines from those regions when computing the output.

Just looked that up in the code and: getTextRegions(PcGtsType pc) already includes table structure.

@gundramleifert Can you please futher specify which methods you experienced this behavior with?

@Transkribus/xrce mentioned in Valencia that not text recognition is applied to tables. Maybe this problem is already solved?

OK, maybe this has been fixed, but not deployed yet. I leave this issue open and test it ASAP.
