The itinerary name had a character that TourPlan cannot handle : "ß"

"Sambaß Ms A/Miczka Mr H" this cased the error

Tourplan Error: 1000 SCN System.InvalidOperationException: There is an error in XML document (43, 10). (Unexpected end of file has occurred. The following elements are not closed: Request. Line 43, position 10.)
