API 网关版本升级依赖关系 #592

版本说明：

0.4.x 早期版本，少量外发环境存在
1.12.x 架构调整优化版本
1.13.x 产品页面整体重构版本
1.14.x 删除兼容代码

升级依赖关系：（注意，严格按照顺序进行升级，不可跳过中间版本)

0.4.x -> 1.12.x -> 1.13.x -> 1.14.x及更高版本

如果是小于 1.12.x 的版本，那么升级过程中【1.12.x】这个版本不可跳过
- 0.4.x -> 1.12.x 参考 API网关：如何从 chart 0.4.x 迁移到 1.12.x #189
如果是小于 1.13.x 的版本，那么升级过程中【1.13.x】这个版本不可跳过
- 升级到 1.13.x，会自动进行数据迁移，并且各网关自动打版本/发布
1.13.x 可以 直接升级 到更高的版本，例如 1.14.x/1.15.x/1.16.x
