Summary

Investigation of using the next rate (or price) for fee reclamation, rather than waiting a fixed period of time. This is very appealing on L2 as timestamps lack granularity (15mins by default, with an aim to get towards 5mins in the near future via the Optimism team)

Tasks

• get rough estimate of how long rates can go without an update on L2. This depends on the heartbeats and deviations on L2.
• determine, based on the above, if more scoping is continuing
