"bad fees" error

@nonprofittechy thought it might be related the party selected/named on the found-these-participants screen. I tried going through the interview with a nonexistent case and a placeholder name and got the error. Then I tried going through with an existing (test) case and got the error no matter which name I selected. So I don't think that's it.
