Announcements panel exposes active/inactive status

Specifically an announcement should display whether it is active to send to users and provide a control to mark whether an announcement is active or not now that plugin store has been updated to expose this state to the admin panel.

This issue will have an accompanying issue in plugin store to remove the default behavior of announcements being active by default which should only be moved on once this issue is resolved.

Edit: Also need to add a way to edit the default announcement expiration timeframe.
