Help with loading an installed app when the device is offline.

I've been looking at this all day, and I can't figure out what I'm doing wrong so that the app will open offline.

git clone [email protected]:survos-sites/pokemon.git && cd pokemon
composer install
bin/console doctrine:schema:update --force
bin/console app:load --limit 5
symfony server:start -d
symfony open:local

Everything seems to be cached, but when I install it, then close it, then disconnect from the network, then open it again, it just says that I'm offline. I want it to open the index page.

Using Symfony 7.2 and pwa-bundle:1.3.x
