Drop support for value-based parameters

Now CLI supports an ability to accept a string value of ProtoData settings data along with the notion of the format of the passed data.

Since we need to support multiple isolated settings for ProtoData components (see #198) the pair of these command line parameters becomes irrelevant. We need to drop them in favor of file-based seetings.
