Change approval example?

Can anybody with ServiceNow experience please provide an example of change approval? I just want to make sure I'm doing it right - I'm getting an ACL exception on that step, so I want to rule out user rights issues (it has itil and change_manager roles).

I know this is an old post - but too bad there is not a good example. We don't know what the $Config variable is...

$Config is an object imported from JSON file which contains some fixed parameters:
