Ability to use in-project scalastyle config as quality profile #4

It looks like the rules are always pulled from the default ScalaStyle config. It would be nice for the plugin to instead pull the config out of the project, for consistency between the CI and e.g. IDEs.

(yes, I realize that this project is a de-facto fork, but it's the one where everything appears to be working)

We would certainly accept a pr, but I really don't have the time at the moment. I can give pointers to any one interested in implementing it.

@aborsu : understood. It's not high on my priority list a the moment as well, but I'm not excluding a possibility of a PR "eventually".
