Workflow for review and publication of SynBioHub entries

In SD2, we're typically going to be publishing piecemeal, rather than a whole collection at a time. We need a good method for review, approval, and publication.

A possible starting point in thinking about this: make a collection, download it as SBOL, serialize a summary of all of the materials in the collection and its dependencies.
