gulp demoDev doesn't work

As per subject, gulp demoDev (and the corresponding npm run demoDev) doesn't seem to be fully working. In particular, the documentation mentions tests available at /SpecRunner.html, but this yields a 404.

We should review this, see if we can still run automated tests, hopefully via command line and not via web and fix things (possibly removing this goal).
