Fixes #25

This change implements an autocomplete and suggestions system for Remora.Commands based off types from Remora.Discord.

Changes:

  • Implement IAutocompleteProvider.
  • Implement concrete autocomplete providers like Enum and bool.
  • Implement IOperationContext, just so it's part of the library.
    • Implement IOperationContext handler logic.
  • Implement ICommandDataOption and ICommandOptionChoice
  • Implement ICommandOptionChoiceFactory
