Water not big enough to place pump

Describe the bug
I played diggy already, but I decided to play it again, but when I started it with the newest version I noticed that when I got to water not the whole field of water was uncovered, but only 1 block of it. And that is not enough to place a water pump for electricity.

Expected behavior
Placement of water pump to be possible, because whole water field gets uncovered, instead of only the one next to stone.

Steps to reproduce
Start game with newest Factorio Version 1.1.39 and dig till you find water.
