Migrate docker publishing from dockerhub to circleci #25

Currently dockerhub is responsible for building all of our images. It is at best unstable, and not suitable for debugging given our use. Docker publishing should be migrated to CircleCI to enable this workflow.

Similarly, the docker publish step should now make use of the S3 artifact definitions described in #23, and versioned as per #22.
