Optimize Netctl, Hostapd, and dnsmasq configurations

I ran into problems getting the wlan0 to get a static ip. This was a helpful post:

I should perhaps split up the responsibilities clearly so that hostapd handles the ap, ntctl handles the wlan security, and dnsmasq handles the ip address handing out.
