Quarries Deleting Blocks on Setup

During quarry initialization, all excavated blocks are deleted. Consider fixing this so that items drop or are added to the chest.

If i remember correctly that was also the behavior of the original buildcraft quarries.

I personally vote for the initial blocks to also be "mined" but there is also a point in the current behavior.
In the original it kinda made sense because that was done before the "mining pipe" was set up.
This mod doesn't have the mining pipe though.
