What is the key feature we're aiming to implement?

We use SubstrateWeight from the Tanssi pallets instead of following best practices by running benchmarking to generate custom weights per runtime. Here are the pallets:

  1. pallet_author_inherent
  2. pallet_cc_authorities_noting
