Public Access + SSO: Login buttons needs repositioning

Describe the bug
If public access and SSO is used in an instance, the login page needs a small visual improvement. The login buttons for regular login and public accees are to close to each other.

How to Reproduce

1. On the Orga-level: > Settings > activate "Enable SSO via SAML"
2. On the Orga-level: > Settings > activate "Meetings can be public"
3. Navigate into a meeting > Settings > General > activate public access
4. Log out

Expected behavior
The login buttons for regular login and public access should be separated. There should be space between them.
