Submit News Articles for Publication

Similar to the events workflow, users should be able to submit news articles for publication.

Good idea.

Implementation notes:

• Users would need a stripped-down version of the rich-text editor (which is currently exclusive to editors/admins).
• Images/files have to be scoped to the article.
• If files can be uploaded they need to be checked for viruses.
• If images can be added they would have to be uploaded (no images from external domains, otherwise the content of the image is controlled by the submitter, even after the news has been published).
