static terms are not enabled yet and hence not required
payload_type.value enums are either inline or link

on_search

categories.tags.attr.name should not be empty string
either statutory_reqs_packaged_commodities or statutory_reqs_prepackaged_food should be provided per item
invalid ean codes should not be provided
