deprecate dbq functions and move to their own package

reduces dependencies and separates database queries from fish passage specific reporting.

Since these are so new - so in 2023 repos only (I think) - we can consider just removing them from the package rather than deprecating and making sure our repos run (and change text when they don't). Prob smartest to deprecate first and test for a while anyway
