Add support for OP Holocene fork

Is your feature request related to a problem? Please describe.
Holocene is the upcoming fork for Optimism after Granite. Planed to launch on mainnet during early 2025, Holocene intends to support configurability of EIP 1559 parameters.

Describe the solution you'd like
We would like to update the Nethermind and its Optimism plugin to be ready for Holocene once it's released.

Describe alternatives you've considered
Not support Holocene.
