add_blinds_to_selected_windows could use refinements

• OS 3.9 FT gives a message [openstudio.model.ShadingControl] <0> Object of type 'OS:ShadingControl' and named 'Shading Control 1' has a Shading Control Type 'AlwaysOn' which does not allow a Schedule from these lines:

  The schedule is intending to not include shading on design days, but it's not clear from the EnergyPlus idd if the FT message means the schedule is ignored, and the models are including blinds for design days
• setShadingControl is deprecated.
