PyNGL causes conda-forge create environment to look continuously

After updating our centos 8 server we tried running

conda create -n ncl_to_python -c conda-forge xarray netcdf4 scipy pyngl pynio ncl

xarray, netcdf4, scipy, pynio, ncl install properly.

Hi there! PyNGL is in maintenance mode and has not been actively developed for a long while. That said, it may have dependency issues / conflicts with the newer versions of the other packages you mentioned. You may need to mandate older versions of those packages that PyNGL would work properly with.
