Create and update a realtime SGSSCINT plot in the realtime pipeline for use by observers.

I am not sure what the observers will do with this plot in realtime; it doesn't seem that useful. If there is some value, we can display this plot from our weather plotting routine.

I dont think the realtime pipeline needs to create this.
