Add a contributors guide for blog posts

As mentioned by @dcherian , it would be helpful to have a contributors guide for adding new blog posts!

Finally getting around to thinking about this after attempting my first notebook-based blog post, which I think is a bit trickier than a markdown/text-only blog post where you can edit in github directly.

For my own purposes I started tracking the steps in google doc form, but we can also post the guide as a blog post?

I think that's a great idea!

In the longer term it might be nice to build out some sort of contributor's guide in the repo and/or a page on the website as well so it doesn't lose visibility with time. This could be broader in scope as well.

Thanks for writing up this doc. I agree with katelyn that a blog post could get lost eventually. I can quickly add a contributing.md page to the repository root. Then we can also have a meta blog post about making blog posts that has a slightly different angle to it -- more encouragement of readers to participate
