issue 起因：

Kent 建議：

依據不同店家各自分類自己的菜色 (給一個分類id ，有這個 key 才顯示分類)
新增菜色時要有分類(可選)

新增/編輯店家時可以新增分類，預設沒有分類
新增/編輯菜單時，可以針對該道餐點挑選分類，可以沒有分類
刪除分類時，如果該分類已經有餐點了，則不可以刪除
