Extract and publish core Dhall library #14

I think it would be great to have a Dhall implementation (specifically the parser) available for other people to consume from Pursuit.

A couple of questions I have:

How feature complete is the core Dhall library?
Would you be willing to extract/work with someone to extract the core library into a separate library?
