Mods not appearing in-game

The problem:

My downloaded mods for Fallout 4 do not show up at all in-game.

• I've searched for solutions in google, nothing works
• I'm launching F4SE, the up to date version (0.7.2), through MO2
• I've restarted my PC multiple times
• I've tried disabling Windows Security
• I've never cleared my Windows system log manually, and I don't recall downloading any programs that do it automatically
• I've checked the Windows event log service
• I've checked for Windows updates
• My game files are outside any system files

Environment:

• Mod Organizer Version 2.5.2
• Windows 10 Home
