Collect and post a set of relevant channels and forums

In addition to a list of existing tutorial resources, it would be good to start collecting the set of relevant Slack channels and LSST Community forums. Specifically, where do you go to ask questions and get answers from stack experts?

It should go wherever the introduction to the course goes. For the time being I'll try to collect info on this thread.

This came up in the onboarding session - I'll post the advice above to a suitable file. I'm thinking Help.md in the top level folder, to see how it looks.

Did we have this in one of the planning documents on Google? Or was it that we wrote down that we should do this...

The list of Slack channels in a table in this issue thread, so should be easy to take care of. But we should get the DM team to review the PR to make sure the guidance is good.
