I think we should consider a more permission type that matches URLs with or without a protocol.

To clarify, is this the acceptance criteria you're suggesting?

• Allow <> characters in webLink values
• Allow any URI scheme value, including everything listed at https://en.wikipedia.org/wiki/List_of_URI_schemes
