dev gives confusing error on stdlibs #4074

    Updating registry at `~/.julia/registries/General.toml`
ERROR: The following package names could not be resolved:
 * Test (not found in project, manifest or registry)
   Suggestions: ReTest P4est Pesto RNGTest TestEnv JETTest Term Ket TensND CUTEst Trusty Jets Hestia TidyTest

Perhaps should be something like

(@v1.11) pkg> dev Test
    Updating registry at `~/.julia/registries/General.toml`
ERROR: The following package names could not be resolved:
 * Test (Test is in the standard library, so cannot be `develop`-ed by name. Use a path/url)
