Simplification of the hairdresser functionality(EG: removal of the buggy "feature" that allowed you to not pay the hairdresser, only to be killed the next time you tried to use her)

Move of functionality to its own .lua script with an own .npc script created for the hairdresser, now that that proper client consequence has been added.

Rework of npc dialogue to be done by @slightlycomatose

Coded but will hold off on pushing this for testing until @slightlycomatose has the time to rework the npc dialogue, so as to not delay a potential early update should other features of the update be ready for release sooner than that.
