python commands: uri of service is hardcoded

uri = "https://stream.watsonplatform.net/speech-to-text/api/v1/customizations"
when one may have to use
"https://stream-fra.watsonplatform.net/speech-to-text/api/v1/customizations"
(of course, solution is easy using an env variable)
