bitECS: incorrect spacebar menu with create/move object permission disabled

Description
The focus/open link/refresh menu doesn't appear when holding spacebar for non-privileged users with the create/move objects permission turned off in the new loader,

To Reproduce
Steps to reproduce the behavior:

1. Go to a room with the new loader with the create/move object permissions disabled and spawn an object e.g. a duck.
2. Open the room in a private/incognito tab with the new loader.
3. Hover your cursor over the object in the incognito tab and press the spacebar.
4. See that there is only an open link button

Expected behavior
The full menu as shown in the old loader screenshot should pop up.
