I don't know if this is a bug or if there's a case where this is expected, but it seems strange that there would be 3 users in a room that only recorded one join.

I think the only time that would be expected is if the bot just started up, in which case it may observe a peak user count without observing joins. But that probably wasn't the case, so it may be a bug.
