Bing search not working on self-hosted Hubs

Description
After setting up Azure Cognitive Services to get Bing image and video search features to self-hosted Hubs and adding the API key to Server Settings in Hubs admin panel, the search does not work. The search never returns anything and error 404 is selected in the browser console.

To Reproduce
Steps to reproduce the behavior:

1. Set up Azure Cognitive Services
2. Paste the Bing Search API key in you self-hosted Hubs admin Server Settings
3. Create a room and try to use the Bing video or image search
4. See nothing getting returned

Expected behavior
Bing search works as it does in hubs.mozilla.com

This was discussed in Discord (#dev) with the Mozilla Hubs devs (@brianpeiris and @gfodor) and they already confirmed the issue to be reproducable and related to Azure regions.

Another user has recently reported that they could not get Bing search integration working on their hubs cloud instance. I think we've lost the context about this issue when we first discussed it -- the Discord conversation linked in Hubs-Foundation/hubs-docs#69 is also no longer available.

The more recent user has reported that they tried using a Cognitive Services API key and a Bing Web Search key without success. They were in the US-NorthEast region.
