Describe the bug

On December 08 2022 we had a "Waning Day" in Germany.
At 11 o'clock all smart phone users received a "Cell-Broadcast-Warning" on thier device, but not my Volla 22.
Is this intended, that the Cell-Broadcast-Warning does not work on Ubuntu Touch?
Or will this be implemented in the future?

Steps to reproduce the bug

The phone should be power on, or in sleep mode.

Expected behaviour

While a Cell-Broadcast-Warning the Volla 22 should ring and vibrate loud with a special ringtone. Also the screen shows a warning logo.

Unfortunately Ubuntu Touch is not prepared to handle cell broadcasts yet on any device afaik since there's also missing UI pieces, see ubports/ubuntu-touch#2003 and https://forums.ubports.com/topic/7798/the-cell-broadcast-story/3 for some details on the current status of it.
