Separate first-spawn/respawn durations for Climate Clemency

Overview

Make it possible for climate clemency duration to be separately adjusted to firstspawn and respawn. Id like to have my players get 20min when first spawning in the world and 10min when respawning.

Why would this feature be useful?

This allows modpack makers with already challenging modpacks to set climate clemency options in a more diverse way.
