New applet to support to program NVCM memory in ice40 devices.

Just opening the issue to collect data about how that works just because I happen to have an example of NVCM file and the matching "SVF" (which really is SPI commands, not JTAG) for it and it includes some comments.

There is no official document describing the protocol. Those files were generated from Radiant.
