Blockr is mentioned throughout the protocol (page 18, 52, 62, 65, 69) as the goto explorer, but the service has been shut down for a while now. It should be replaced with a new blockchain explorer such as:

Yes, it's confusing having two repos. This one used to be only the website (not the doc itself).
