Need to adjust the job board offer rates. They should be:
-Guaranteed offer when aboard LLS HQ
-Very common in Syndicate space
-Not unusual in near earth/paradise planets
-Rare on the frontiers

Gonna' have to do this once I've got the mission definitions really nailed down.
