Bug Report: Note Skin xml's not updating when refreshing the game

When I refresh the game and change something in a custom note skin, it stays the same and have to reopen the game. So I would suggest that the noteskins xml's refresh aswell when pressing F5.

Steps to Reproduce

1. Open game
2. Create a new Noteskin
3. Change something in the XML file, x or y or name and refresh
4. It didn't change, you have to reopen the game to update the note skin.
